Permits

Special animal permits and other animals are regulated by Title 6 of the Shawnee Municipal Code.  It is not necessary to license dogs and/or cats.  Contact the City Clerk's office at (913) 742-6014 for more information related to animal permits.
Special Animal Permit

A Special Animal Permit is required to keep the following animals within the City:

  • More than four (4) Dogs and/or Cats over the age of six (6) months;
  • Large Animals, as defined in Chapter 6.04 of the Shawnee Municipal Code;
  • Fowl, as defined in Chapter 6.04 of the Shawnee Municipal Code;
  • Chickens;
  • Domesticated hares and/or rabbits and/or ferrets;
  • Bees; and
  • Domesticated Rodents.

General Regulations (applies to all the animals listed above)

  • Valid rabies certificates must be submitted for all dogs and/or cats at the time of application.
  • All neighbors within 200 feet of the applicant's property will be notified.
  • Applicants may not have more than three valid complaints within the previous 12 month period.
  • Applicants may not have more than three valid animal violations within the previous 24 month period.
  • All applicants will be required to have an inspection of the premises by a Community Service officer prior to approval of the permit.
  • Applicants should check with homes association to determine if the number of type of animals requested is allowed.
  • All permits shall be valid for one calendar year (January 1 to December 31).
  • Renewal permits must be submitted no later than twenty-five (25) days prior to the end of the license year.

Chicken Regulations

  • No more than 10 Chickens can be kept in the City.
  • Roosters are not allowed in the City.
  • Chicken Coops, Runs, and/or Tractors must be at least 10 feet from the nearest property line and at least 40 feet from any adjacent residential dwelling, church, school or place of business.
  • Chicken Coops, Runs, and/or Tractors must be inspected by a Community Service Officer prior to obtaining Chickens.
  • Chickens must be kept in a clean, safe and healthy environment at all times. Chickens must be kept in a Coop, Chicken Run, or Chicken Tractor at all times. Coops, Runs and Tractors shall be:
    • Inspected by and receive the written approval of a Community Service Officer during the permitting process.
    • Built with and maintain a minimum of 2 square feet per Chicken, but shall not exceed 100 square feet total.
    • Enclosed on all sides and shall have a roof and doors. Access doors must be able to be shut and locked. Opening windows and vents must be covered with predator and bird-proof wire of less than one-inch openings.
    • Consist of sturdy wire or wooden fencing and shall be designed so as to be easily maintained.
    • Constructed and maintained with durable materials that will hold up to weather and environment. Used materials (reclaimed material), scrap, waste board, sheet metal, or similar materials are prohibited.
    • Subject to inspection by a Community Service Officer as needed to verify and maintain compliance with this Section.
  • Chicken waste is the responsibility of the owner. No more than three (3)  cubic feet of Chicken waste may be maintained as manure fertilizer. The Coop, Chicken Run, and Chicken Tractor and surrounding area must be kept free from trash and accumulated Chicken waste droppings. The Chicken owner shall take necessary action to reduce the attraction of predators and rodents and the potential infestation of insects and parasites.

Fee

  • New Special Animal Permit fee: $90
  • Renewal Special Animal Permit fee: $45

These fees are non-refundable and no prorated fee is available.

Deer Control Permit
Deer Control Permits are issued for the culling or reduction of deer populations within the City with a crossbow or a bow and arrow during the State of Kansas' open bow season. Both State and City permits are required.
  • No City permit shall be issued until the applicant has secured a State permit. A copy of the State permit must accompany the City permit application. The application will not be approved until the Chief of Police determines that the hunting will not pose a danger to persons or property.
  • Once approved, only the persons listed on the State and City permit may hunt. No agent shall make any payment to any person for the right to hunt or be listed as an agent. All persons listed on the permits must carry valid photo identification and a copy of the City and State permit. No arrow or other objects may be discharged or projected at such an angle or distance as to land on public or private property not described in the permit. The City permit may be more restrictive than the State permit.
  • During the State of Kansas open bow season, the City will accept in lieu of a State Permit, a letter from the Shawnee Police Chief/Designee or the Kansas Department of Wildlife confirming that the property identified in the application has been inspected and it has been determined that there is a reasonable belief that deer population control measures are necessary during the regular hunting season. Application to hunt during this time period requires a copy of a valid Hunting License and a Deer Hunting Permit (Tag) from the State of Kansas for each agent listed. The application fee shall be $50.00 and the permit is valid through the State of Kansas open bow season.
  • For those permits issued outside of the State of Kansas open bow season, the City permit shall only be valid for forty-five (45) days from the date of issuance or for the length of time designated in the State Deer Control Permit, whichever is less. The application fee shall be $50.00.
  • Any activity performed in conjunction with the issuance of a City permit, including but not limited to field dressing or other handling of carcass, must occur on the property specified in the City permit no less than fifty (50) yards from the perimeter or the area. The transportation of a carcass along any public right-of-way, public easement, trail, open space, or other public property is prohibited, unless it is covered and transported in a motor vehicle. No permit shall be issued for any property less than ten (10) acres.

The completed Deer Control Permit Application (pdf) and fee must be submitted along with the required documentation by mail or in person to City Clerk's office, 11110 Johnson Drive, Shawnee, KS 66203.

The fee is $50.00 and is due at the time application is made. This fee is not prorated and no refund is available.

Animal Permit: Temporary Nonresident

Residents who are caring for a dog or cat for more than three (3) consecutive days must obtain a permit.

Regulations

  • A current rabies vaccination is required.
  • Temporary permits are valid for thirty (30) days and may not be renewed.
  • Only two (2) permits will be issued to the same owner in a year.
  • There is a ninety (90) day waiting period between issuance of the permits.

Fee
There is no fee for the temporary non-resident animal permit.

FAQs: Animals

Do I need to license my dog(s) and/or cat(s)?

No. The City does not require dogs and cats to be licensed. All dogs and cats must have valid rabies vaccinations.


 

Can I keep any animals other than dogs and cats without a permit?

In residentially zoned areas, the following animals may be kept inside your home without a permit:

  • 1-6 ferrets and/or small rodents, including but not limited to, guinea pigs, hamsters, gerbils, rats and mice.
  • 1-6 exotic cage birds housed in-doors.
  • 1-4 adult rabbits.

Are any animals prohibited in the City?

Yes. It is against the law in Shawnee to keep:

  • Apes, gorillas, monkeys, and chimpanzees
  • Lions, tigers, leopards, or panthers
  • Raccoons
  • Bears
  • Ostriches
  • Skunks
  • Coyotes, wolves, or foxes
  • Any animal with poisonous bites
  • Llamas are not considered an exotic animal and are allowed, but require a minimum of 5 acres
  • This list is not all-inclusive

What do I do if my animal has been impounded?

What do I do if I think my animal is lost?

Please check with The Humane Society of Greater Kansas City (HSGKC), located at 5445 Parallel Pkwy, Kansas City, KS 66104, (913) 596-1000. The shelter is open Monday through Friday from 10 a.m. to 6 p.m. and on weekends from 11:00 a.m. to 6 p.m.


Does the City of Shawnee have a leash law?

Yes. It is against the law to let your dog be at large or be a public nuisance at any time in Shawnee. Your dog must be confined to your premises except when both you and your animal are off the premises together and the animal is on a leash, in a cage, or in a car or other conveyance.


Is it legal for my dog to run in the park?

Yes, it is legal for your dog to run in the park as long as the dog is on a leash and under the owner's control. The City does not have dog runs in the municipal parks.

The Johnson County Parks and Recreation Department has an off leash area in Shawnee Mission Park located east of the observation tower on John Barkley Drive, the 53-acre off-leash area features a dog swim area and wood chip and natural surface trails through grassland and wooded areas. You may access the area by turning left at the 87th Street entrance to the park.









Garage Sales

Residents can have up to two garage sales per calendar year at their residence. The City does not issue permits for garage sales.

Regulations

  • Must be confined to your garage, house, driveway or yard. Do not cross into a neighbor's yard or public right-of-way.
  • Most residents advertise garage sales over a three day period. The maximum is five days.
  • Garage sales can be conducted between 8:00 a.m and 8:00 p.m.
  • Everything should be cleaned up and removed from the driveway, yard or outside area to an inside location by 8:00 p.m. each day.
  • Signs are permitted as long as they are taken down one day after the sale. One sign is allowed at the site of the sale and two signs are allowed off the premises of the sale. Signs should not exceed three feet by three feet and cannot be illuminated. Signs must be located at least 10 feet from the edge of the street pavement or behind any existing public sidewalks.

Prohibited Sign Locations

  • Utility poles - Do not put signs on utility poles or street signs.
  • Park Ground- Do not put signs on park ground.
  • Private Property - Do not place signs on private property unless you have permission of the owner. If you do not have permission, either the owner or the City will remove and dispose of the sign.
  • Highway Rights-of-Way- Do not place signs on highway rights-of-way.

Signs placed in any of these areas will be confiscated and disposed of by the Police Department, Public Works or the Parks and Recreation Department. In addition, you could be subject to a $500 fine. A complete list of regulations can be found in Chapter 5.32 of the Shawnee Municipal Code.

Solicitors

Permits are not required to solicit in the City.

Solicitation means:
Selling, offering for sale for a profit, advertising, marketing, or taking or
attempting to take orders for the sale for a profit, goods or services of any kind, character or description, while traveling from house-to-house, door-to-door, or street-to-street, whether as an agent, contractor, employee, representative, or principal.  Ringing a doorbell, knocking on a door, or otherwise attempting to make one-on-one physical contact with a resident, tenant, or occupant of any residence, Dwelling Unit, business, or other location for the purpose of selling, offering, or advertising any goods or services for profit, or to propose a commercial transaction related solely to the economic interests of the solicitor and the person solicited.  Hanging, leaving, or depositing any advertisement, flyer or handbill on or upon any door, porch, driveway, residence, or business, regardless of whether a doorbell is rung or any physical or verbal contact is made.  Solicitation, as defined herein shall be deemed completed, whether or not the person making the same makes any sale.


Political candidates and their agents are not considered Solicitors or Peddlers and are allowed to campaign door-to-door.

All persons engaged in solicitation are required to follow the following regulations.  If residents are experiencing issues with solicitors who are violating the following regulations, they are encouraged to call (913) 631-2150.

Regulations

  • Must obtain a valid Business License from the Community Development Department.
  • No Soliciting at residences or businesses that have a 'No Solicitors' or 'No Trespassers' sign. Residents can contact the City Clerk's Office at (913) 742-6014 or by email to request a free No Solicitor stickers.
  • You may solicit between 10:00 a.m. and 7:00 p.m. only.
  • Only solicit at the main entrance of a residence.
  • Must tell each person from whom you are soliciting your name and the name of the business or organization that you represent.
  • Must provide a written receipt for purchases exceeding $5.00. The receipt must describe the goods or services sold and state the purchase price, amount of cash payment, if any, the balance due and the terms of payment.
  • Do not solicit the same home more than once within a 30 day period.
  • Must leave a residence or business should the owner ask you to leave. Violators can be arrested and prosecuted for criminal trespassing. You may not make any assertion, representation or statement or use any plan or scheme which misrepresents the purpose of your visit.
  • Cannot walk across a resident's or business' yard to gain access to the next door neighbor's home or business.
  • No selling or offering goods, wares or merchandise from a vehicle on any public street of the City.
  • Do not use any sound device or musical instruments; make any loud speaking radio or sound amplifying system, on any streets, alleys, parks or other public places or on any private premises in the City for the purpose of attracting attention to any merchandise.
  • Do not restrict or interfere with the ingress or egress, congest or delay traffic, or create a hazard to traffic, life, or property. You may not cause an obstruction or prohibit access by fire, police or sanitation vehicles.
